Meet our General Counsel

David Ostwinkle

David L. Ostwinkle serves as General Counsel to the Virginia Department of State Police and its charitable foundation. Prior to this role, he served in a variety of positions with the Virginia Department of State Police, including legal consultation to the Department on various legal issues.

He also instructed Department members and other law enforcement officers around the Commonwealth. He served as a State Police Legislative Liaison at the Virginia General Assembly and as the Freedom of Information Act Officer. His final assignment at the State Police was as a Lieutenant in the Criminal Justice Information Division.

During his State Police tenure, he served on the Board of the Virginia State Police Association. Prior to his work at the State Police, David was in private practice and later served as a criminal prosecutor. Before entering the practice of law, he served as a local police officer, Virginia Trooper and as a reserve deputy.

Beyond work, David enjoys devoting time to his family and particularly to his daughters’ progression in softball. He holds a B.S. in criminal justice from Virginia Commonwealth University and a J.D. from Mississippi College School of Law.
